To implement the program, each community is represented by a local economic development organization, which will collaborate with Immigration, Refugees and Citizenship Canada (IRCC) to:
- Identify critical labour shortages
- Designate trusted employers for hiring newcomers
- Recommend suitable applicants for permanent residence

Francophone Community Immigration Pilot (FCIP)
The Francophone Community Immigration Pilot (FCIP) aims to increase the number of French-speaking newcomers settling outside of Quebec, supporting the economic and demographic strength of Francophone minority communities. This initiative aligns with IRCC’s Policy on Francophone Immigration, which prioritizes strengthening the presence of French-speaking immigrants across Canada.

Several of these communities, including Acadian Peninsula, Sudbury, Timmins, and St. Pierre Jolys, are also part of the Welcoming Francophone Communities initiative, which will assist French-speaking newcomers with settlement and integration services.
Key Statistics and Impact
The introduction of these new pilots builds on the success of the RNIP, which has already demonstrated strong retention rates:
◦ 87% of surveyed newcomers who arrived under RNIP in 2022 stated they remained in their communities and planned to stay.
◦ As of December 31, 2024, a total of 8,580 newcomers have obtained permanent residence through the RNIP, significantly contributing to sectors like healthcare and manufacturing.
