Draws from 2020: No New Forms in 2025
IRCC has clearly stated that no new interest-to-sponsor forms will be collected for this year’s PGP intake. Instead, invitations will be issued only to those who submitted a form in 2020 and have not yet received an invitation. That original pool, gathered during the early stages of the pandemic, remains the sole source for PGP consideration in 2025.
This approach continues the model used since 2021, raising concern among newer permanent residents and families hoping for a fresh intake opportunity. The number of invitations is capped at 10,000 complete applications, which includes both new and carry-over cases from previous years.
Potential sponsors are urged to:
- Monitor the email account they submitted with their 2020 application
- Check spam and junk folders regularly

Selected applicants can submit their full sponsorship application electronically through either the Permanent Residence Portal or the Representative Portal, depending on whether they are self-represented or using a registered immigration consultant.
What to Do If You’re Not Selected: Super Visa Still an Option
For those who remain outside the 2025 draw, Canada’s Super Visa remains a viable alternative to reunite with parents or grandparents. The Super Visa offers far greater flexibility than regular visitor visas, particularly for families that want longer stays without permanent sponsorship.
Key features of the Super Visa include:
- Multiple entries for up to 10 years
- Initial stay of up to 5 years at a time
- Possibility of two-year extensions without exiting Canada
- Mandatory private health insurance coverage for the duration of stay
- Proof of income and Low Income Cut-Off (LICO) eligibility by the host child or grandchild in Canada
Super Visa holders can enjoy lengthy, uninterrupted stays in Canada while maintaining ties to their home country, though they do not obtain permanent residency or access to public services like healthcare.
Balancing Aspirations and Backlogs: A Reflection
With only 10,000 new applications accepted for PGP in 2025, the intake remains significantly lower than demand. Canada’s family reunification program continues to draw criticism for its limited intake, especially as interest to sponsor forms submitted five years ago remain in use. In a time where Canada’s aging population and immigrant-driven workforce call for stronger family support systems, the current cap may not reflect the true need for reunification pathways.
As of the last public report covering 2020 to 2022, IRCC had already received tens of thousands of interest-to-sponsor forms. This ongoing backlog raises concerns about equity, particularly for newcomers who arrived after 2020 but are unable to even express interest under the current model. It’s becoming increasingly evident that while the PGP remains popular and necessary, it may not be scalable without future reform or digital innovation.
