Starting June 25, 2025, international students in non-degree programs (i.e., diploma, certificate, or college programs) must graduate from a field of study linked to jobs prioritized under Express Entry or they won’t be eligible for a PGWP. This policy affects those applying for a study permit on or after November 1, 2024

PGWP 2025 Changes: What’s New
- 119 new programs added, especially in health care, education, and trades
- 178 programs removed, primarily from agriculture, transport, and outdated STEM fields
- Total eligible programs now: 920
Students who submitted their study permit application before June 25, 2025, remain eligible for a PGWP if their program was on the eligible list at the time of application, even if it has been removed afterward.

Key Trends
Health: Canada’s New Immigration Backbone
Health has become the most immigration-secure sector, with 570 eligible programs and the highest number of new additions. With only 4.2% of programs removed, students in health care fields (nursing, personal support work, medical tech) are now the most likely to transition to permanent residence via PGWP, Express Entry, and PNPs.
STEM: Still Dominant, But Trimmed
STEM still offers 241 eligible programs, making it one of the largest sectors in PGWP eligibility. However, the 73 program cuts show a shift away from general or outdated diplomas and certificates, and toward niche, high-impact tech fields aligned with Canada’s labour shortages (e.g., AI, cybersecurity, clean tech).
Education: Explosive Growth
With 48 new programs added, education is now a key priority, especially in early childhood education and school support. Total programs jumped from 0 to 69, clear evidence that social services are being integrated into Canada’s immigration strategy.
Trades: Filtered, Not Forgotten
Only 49 programs remain eligible, despite Canada’s continued need for skilled workers. Trades were refined to focus on those with persistent shortages, such as plumbing, welding, and construction.
Transport: Removed from PGWP Path
Once a viable path, transport programs are now entirely excluded, likely redirected toward employer-driven streams or provincial nomination. All 21 transport programs were removed.
Agriculture: Almost Eliminated
Only 1 program remains from 43, signaling a full pivot toward the Agri-Food Pilot and Temporary Foreign Worker Program instead of PGWP.
