Basic requirements
- Have a 2-years post-secondary credential in Manitoba, but may submit the Business Concept and Interest Guideline form after completing the first year of the program
- Have a valid post-graduation work permit at the time of submitting an EOI
- Continuously reside in Manitoba if submitting the Business Plan after graduation
- Demonstrate an intention to live permanently in Manitoba after nomination
- Between 21 to 35 years old
- To ensure the source of funds for the proposed business, net worth must be assessed by an MPNP-approved service provider (Grant Thornton or MNP) after receiving the Letter of Advice to Apply
- 6 months of full-time operating a business in Manitoba as a senior business manager
- Register and attend an ISEP information session hosted by the province

List of Ineligible Businesses
- The proposed business must contribute significant economic benefit to Manitoba. These business activities are considered ineligible:
- Businesses operated primarily for the purpose of deriving passive income such as rent, interest, dividends or capital gains, including a business prohibited as defined in Regulation S87(6)(a)
- Immigration-linked investment schemes as defined in S 87(9) of the Regulations
- Businesses established or purchased by another PNP nominee within the previous 7 years from the date of this Agreement
- Businesses that are considered ineligible by the Program
- Businesses which include a share redemption or buy back option
- Home-based businesses
- Real estate investments
- All rental or leasing businesses including vehicle rental or leasing businesses
- Self-employed truck drivers/owner-operators who do not own and/or manage their own dispatching, loading and storage facility
- Pay-day lending, cheque cashing or money changing businesses
- Businesses providing financial intermediation or money market products orservices, including mortgage brokerages
- Pass-through import-export businesses
- Property Management
- Bed and Breakfasts
- Cash machine businesses
- Lottery kiosks
- Taxi cab or limousine licenses
- Farm businesses, including a hobby farm

- Net worth of $500,000 CAD, including all assets owned by applicant and applicant-spouse after debt deduction
- Must be assessed by an MPNP-approved service provider (Grant Thornton or MNP) after being invited
- Have graduated an equivalent to Canadian high-school
Language

Investment requirements
- Depend on the investment region
○ $250,000 CAD if located in Winnipeg Metropolitan Region
○ $150,000 CAD if located elsewhere in Manitoba - Have a 33.33% ownership unless the total investment is greater than $1,000,000
- Purchase or establish a business within 14 months after arrival
- Working capital in cash will not be considered an investment, unless it is used to invest in start-up inventory, limited to a maximum of 6 months if establishing a business, or 3 months if purchasing a new business
- Unless essential, purchasing a vehicle will not be considered an investment; if eligible, the value is limited to a maximum of $30,000 or the total vehicle value, whichever is lower.
- Unless essential, real estate will not be considered an investment; if eligible, the eligible investment is limited to $75,000 or total purchase price, whichever is lower.
- Operating expenses will be considered for up to 3 months, which incur in the normal operation to generate income
- Personal property, real estate or personal vehicles are not considered as eligible investments
Business requirements
- Provide regular progress reports and the final report (after 20 months of operation) as required by the province
- Operate the business for at least 6 months before submitting the final report
- Continue to own, manage and provide financial support for the business throughout the necessary time period
- Demonstrate the main purpose of business operation is generating profits
- Actively operate and manage business activities at the place of business in the province
- Reside within 100 km of the business in MB for at least 80% of the time following the Date of Arrival
- Fully comply with federal and provincial laws and regulations in employment, labor, immigration
- Create 1 permanent full-time position or equivalent for Canadian or Permanent Resident for at least 6 months before submitting the final report if establishing a new business, not including family members
- Maintain the number of existing employees for Canadian or Permanent Resident for at least 6 months before submitting the final report if purchasing a business, not including family members

- Have been refused by another provincial or federal immigration program and it is applicable to the MPNP

- Unable to demonstrate relevant resources and skills to operate the intended business
Immigration Ineligibility
- The applicant or any dependent family members (whether accompanying or not) has a serious medical condition
- The applicant or any dependent family member (whether accompanying or not) over the age of 18 has a criminal record
- The applicant has unresolved custody or child support disputes affecting any member of the family
Basic requirements
- 3 years of farm operating experience as a farm owner within the last 5 years
- Successful experience in farming production
- Net worth of $350,000 CAD, including all assets owned by applicant and applicant-spouse after debt deduction
- Have a Farm Business Research Visit to Manitoba for at least 5 days
- Make a good-faith cash deposit of $75,000 CAD, refundable 2 years after fulfilling all terms in the Deposit Agreement
Investment requirements
- At least $300,000 CAD into tangible assets in Manitoba
- Have a 33.33% ownership of a farm, unless the total investment is greater than $1,000,000
- Terms of investment should not be included a redemption option
- Personal items and motor vehicles are not considered as eligible investments
- Investments into a farm to derive passive investment income are not considered as eligible investments
Business requirements
- Live on the farm in rural Manitoba on a day-to-day basis
- Be in active primary agricultural production, economically viable and not be out of production
- Not lease your farm land to others
- Manage the farm operation actively on a day-to-day basis, not use a third party or farm manager to run the farm
- Not buy a farm for only land value appreciation purposes
- Add value to farm business activities in rural Manitoba
